Possibly if sanctions are put on them by the Trump administration. Cuba needs to respect human rights.

In a context of hard-earned and the cost of freedom, the Cuban people chose to remain as slaves. Cruel and brutal though many of their dictators are, people chose to keep serving the same dictator until their died. So, Raul Castro does everything in his power to keep Cuban people pinned down in shame, ignorance, and intimidation who should be free, productive individuals. They are victimized, existing as if living on death row instead of enjoying the beauty and fresh air of their free lives.
