According to Spicer, if Mitt Romney had run for president in 2016 he would have won – that’s how much the capabilities of the Republican National Committee grew between 2012 and 2016.
Spicer invested heavily into voter research and strategy, expanded the RNC staff from 80 to 250, and reworked the debates for candidates to be more fair and even-handed.
